My answer is a Yes. The cost actually increases when you go for the surgical procedures and prescription drugs. Naturopathy reduces the need of such things. That is, in Naturopathy, the doctor will find and treat the cause of the disease. He uses a preventive approach which reduces the need of high cost medicines and drugs thus making the naturopathic medicine cost-effective.
